You can give your hexes to neighbors complete with industry, stargates and ships unaltered. It can only be to a neighbor, so not to someone on the other side of the map. You do this by picking which hex yours is being gifted to, it will then be given to the owner of that hex during the following turn process.

Gifting happens after combat, so it's important to note that you specify the hex to give yours to, not a player. So if an enemy successfully takes that hex they will be given your hex as per your instructions.

This isn't tied into teams, so you don't have to be aligned with them, they could in fact be an enemy and you're giving hexes to them as payment for a truce.
